hlds not listening on port

hi, i appreciate any help offered on this subject. Im running hlds on a debian box, and have all the appropriate ports forwarded from router. the server sucessefully connects to master servers and vac authenticates, however i nor anyone else can connect to it. when netstat -lnp is ran i see the server on 192.168.0.101:27015 udp but it is NOT listening. how can I force it to listen, or what is the issue here? thanks again. ps. i have ran the server on dmz as well as completely bypassing the router, same issue -debian has no iptables to config

Well, right away I just checked my server's netstat output, and my srcds isn't listening for UDP either, but it does have an entry for TCP that gives a listening state.
