Windows2000 TF2 Server help

Server OS: Windows 2000 x86 version 5.00.2195 SP4
Processor: Pentium 4 Intel CPU [Single Core][@2.00Ghz]
Ram: 2Gb
Game:Team Fortress 2
Start Up Command: D:\HLserver\orangebox\srcds.exe -console -game tf -tickrate 33 -ip 192.168.1.104 -hostport 27015 +maxplayers 24 +map ctf_2fort
Install Command: D:\HLServer\hldsupdatetool -command update -game tf -dir D:\HLServer
Router:WTR320N [Linksys]

Hey, so this is an old computer i recently came into possession of[it used to be a server computer for a dental office], so i decided to run a TF2 server off of it... however there is a hitch Sad
the server starts and all in command prompt, but i can only see the server from my other computer with tf2 in the LAN tab, and not in the Internet Tab

Originally I fallowed the tutorial here , and then fallowed the information of this link on forwarding ports, which are all forwarded to my ip from the router now.

Is this a problem of the operation system [Windows2K], should i reformat with XP or something?

Here are my comments at this point:

1. remove the -ticrate 33, unless you meant for that. TF2 only runs at 66 afaik.

2. remove the -ip 192.xxxxxxx

Then your start up command will at least be similar to the tutorial.

3. Check your region setting in the server.cfg file. In the server browser, search via filters (i.e., region, players, password, etc.). Ask a friend NOT at your LAN also look for it. This should lead you to whether your port forwarding is indeed correct, which seems to be the issue here. Oh and make sure
