I need help with my server (TF2)

The problem I'm experiencing is lots of lag. Not everyone who joins causes incredible amounts of lag, but most who join do. I'm not sure what the problem is. I'm rather confident that I meet all the requirements to run at least a 4-8 player server.

Here's my setup:

I'm running a 2.66GHZ Core2Duo with 1.5GB of ram with Windows XP SP3. My download speed is 16Mbit and my upload is 2.5Mbit. I disable my firewall when running the server and I have forwarded ports 27000-27050 in my router.

I'm trying to run a Team Fortress 2. I used the hldsupdatetool to install the server. Here is a copy of my server cfg.

Running any kind of filesharing clients? Those will ruin your connection. Other than that, I can't think of anything that would be causing it.

No. My internet usage is virtually zero. It seems like it might be the fact that I'm playing the game from the same computer. Is there anyway around this problem? If not, could someone help me with a listen server cfg?

What is your isp and try setting maxrate to 15000

Comcast Cable is my ISP. You think lowering the maxrate would help?

Ok, almost all speedtests made with comcast cable are false because of their power boost which boosts your speed up for 30 seconds which fools most speed tests. Go to testmy.net and see what it gives you there. You probably only have about 1mbit up not 2.5 so its not a good idea running any server off comcast residential

I'm aware of power boost and I know my actual upload rate. My modem monitors my connection and tells me it is 2.1Mbit.

Then lower your maxrate

I lowered the maxrate to 15000.

Could someone help me test it now?
