What do You recommend me to have for the server Computer:
- The Server -
This CPU will need to run at least 10 servers at once and each game server will have 20-32 slots.
- The Server -

What internet speed?
[10-30 upload is enough?]
What kind of processor [Intel only]
[Core 2 Due - or - Core 2 Quad - or - Core i7 - or - Core 2 Due Extreme - or - Core 2 Quad Extreme]
[^ Mention How Much Ghz ^]
How Much RAM?
[The Game servers will run on the Microsoft Server 2009/8 OS]
Do I need a cooler??
^ If I do what kind of cooler? ^
Do I need to OC (Over Clock)?
How much WAT??
And most important how much will it cost? (*in $)
And when you answer please tell how much game servers can it run and how much slots for each??

Im not really sure that any server could run 10 servers at once, however im not 100% sure on this.
As for your basic setup:
Net speed: 10meg+ up/maybe down
CPU: Quad core or above (subject to SCDS using 4 cores?)
RAM: Anything above 4 gig.... 8 if you can.
Cooler: Always have decent cooling, but aslong as their is airflow sufficiant to hardware then it won't matter what you got.
OC..... ummm not really, would cause more issues then you need.
Power/PSU: all depends on the hardware you get.
I would price this at around $2000 - $4000 depending where you are and how much hardware is.
It is prob easier to hire out some rack space and buy a normal server.

I think he is just telling you the parts you need. Have you considered building the computer yourself?

It is not hard to build a computer to handle HLDS server hosting....
CPU: Intel C2D or Quad
Mobo: Anything that supports the above CPU and RAM to 8 GIG (Important) and also Gigabit LAN
RAM: Decent quality 8 gigs of ram.
Gfx: Prob onboard includeded on mobo usually...
HD: Anything decent over 80gigs....(Costs more the less you go so up to your wallet $$$)
Case: If its going into a datacentre you want something with very good airflow, however any case will do, just mod it to suit airflow such as adding lots of 120mm fans, however ensure you are running them in a flow path and not against each other.
PSU: Anything over 400watts, or that will support cpu/mobo/hd runnning all together.
Where do you live? I might be able to source you a company to help you buy a custom build PC for what your after.
