[SRCDS]Can't get 100 tickrate..

okay.. i just can't get 100 tickrate..
i had 100 tickrate when i used SRCDS (in steam)
but when i used standalone it won't get 100 it's only getting to 66..
i'm writing

How do you know what the tick rate is after the server is running?? check your rates make sure you have cl_cmdrate 100 cl_updaterate 100 and rate 25000
then join your server and check the tickrate again.

what are you specs. i have an old laptop that cant run 100 tick because the computer is shitty. also to check type net_graph 3 in console, then server tickrate is the very right top #.
