Each client uses about 15KB of upload bandwidth
My Home connection only has a 308Kbit upload - (2MB ADSL download) (remove the digit from the right and 30KB - then 30/15KB = 2 users)
the sum is Upload Bandwidth KB -[Divide by] - [1 cilent bandwith 15KB] = the max users
I can have only 2 outside Internet users connected
Yet I can also have 200 on my LAN Connected too

3mbps would be good for a 12 man server, but when it comes down to a residential cable connection it's more than just connection speed.
