Well as he said his FPS is stable. When you run hlds and srcds servers on the same machine you run into FPS issues, not really much for ping issues. Yes, I know they are both interconnected, but at the same time they should not give him a constant high ping. I would pin point your issue somewhere around that firewall. In my experience running the firewalls (third party) leads to all kinds of choking issues with the server specially when you mention that you haven't forwarded all the required ports. Have you tried turning the firewall off? Or turning the firewall off and assuring all ports are forwarded to the server?
