#1
1. 4 out of 5 crashes on stock install
2. can't go above 16 Maxplayers
3.Alot of files missing

It's -port not +port

On some maps I see missing files all the time on my css servers (I don't have a hl2mp). If all textures are drawn correctly ingame, you can probably ignore this.

The maxplayer problem - I don't know. probably specific to hl2mp?
