Also, make sure in your server.cfg that sv_lan is 0.

Well, try to check EACH thing systematically. To make sure you aren't missing something.
Also, do you run with multiple routers?

Who's you ISP? If I know them, I can tell you if they block ports for servers.
If I don't, you might want to contract them yourself.
Also, can you post a screenshot of you portforwarding page?
Do you have a static IP?

This a double post but maybe this can help you figure out whats going on.
This is thew second time that my TCP has went opened and closed.
The first time it happened randomly.
And this time i restarted and my TCP is closed
I know this because ofhttp://connect.majestyc.net/
This is what it is showing right now.
" Failed to connect on TCP 27015
Connected on UDP 27015
Partial Connection "

Do other people connect through your local IP or external IP, they cannot connect through friends either, go to whatismyip.com and tell them to connect to it.
