Command Line has no Internet?

Okay, heres the deal.

I dont know how to get a 100 tickrate using the VGUI version, so I try the command version with it, but it doesnt set up right. No internet for it, but it shows up on LAN. Although when I used VGUI it works on the internets.

Any help?

My next step would be to add the -ip / -port switches so it nows how to connect.
