You wouldn't get alot profit from that server because your internet connection is seriously way to low for a 10slots server or even a 5slot.
You can still however run a server, but you'd have to drop everything about quality, because it's going to run like shit to be honest
You can justify the sv_maxrate to your needs, as where people don't have high pings. Try various rates for the best gameplay. You might experience unstability with that low connection. I'm quite confident you don't got that speed all day long, as it's probably an old techlogogy your ISP is using and it's most likely a shared pipe too.
Else the hardware specs itself should easily run 8 war servers. 2 on each core. It's just your internet connection who holds you back!
