Looks like it's not listening to startup line and starting on port 27015. Try -port instead of -hostport.If this doesn't helps try to change the place so the command line looks like srcds.exe -console -game tf +map cp_dustbowl +maxplayers xx -port xxxx +ip xxx.xxx.x.x
