I don't think 90% is actually true, depending probably on how you count. Usually people who play often also know more about the game and therefore use optimized settings. So at a given time probably much more than only 10% of the players on the server have higher rate settings.

Still I don't believe that forcing everyone into high rates is a good idea. People playing with lower rates feel a more imprecise game play first. You can still hit them normally, especially since the orange box update a cmdrate of 33 isn't really an issue for the other players (actually I think 99% of the players don't notice the difference!).

Much worse is the problem of people having even lower cmdrates, e.g. due to low fps. Then you can force them into a high cl_cmdrate, but that doesn't have any effect (the actual cmd rate cannot be higher than the client fps of course). So basically, forcing high cmdrates targets the wrong people. You will want to shut out lagging people with very low actual cmdrates (i.e. way below 33), but you cannot do this that way.

Err... I have people in my clan that live in Germany and sometimes (probably when their neighbors do some donwloads or so) cannot play with 66/66. Reducing to 50/50 usually does the trick. I agree that the default rates should be 66/66, but lower rates should still be allowed. I guess, that's what this statement from valve was about...

I mean, look at the big leagues. No league I know of forbids rates like 33/33. Actually server settings with minimum rates of 66/66 are usually forbidden. This has a reason...
