sv_maxrate 9999 is kind of low perhaps.
What tickrate is it on?

recommendend minimum sv_maxrate on various tickrates
33 > ~10000
66 > ~20000
100 > ~30000
"the box said 'requires windows xp or better'. so i installed linux"
