Admin Rights

I am a newbie to Source and have not worked out all the setting bugs to the way I want the server to operate, with that said I was on server and someone entered and set me on fire/then left. As I remember reading that is an Admin Right to do to a player lets saw if the are misbehavin etc.. True or Fasle and if my server is either not setup right or being Hacked how can I fix?
