I actually wouldnt mess around with putting an IP address in your console startup, just because unless you have your router setup correctly, it messes it up.
But in case you do, put -ip, not +ip because + executes a command after the server is started, - before the server is started, so the console will automatically assign an IP address then change it which can make problems.
