voice codec speex works only on a few maps

I found this on the steampowered.com forums and this is what my problem was. I hope this helps others.

"The problem was that I was using the following entry in the server.cfg:
sv_voicecodec voice_speex

The correct entry for the voice codec on source servers is:
sv_voicecodec vaudio_speex

Then choose one of the following quality settings and comment out the others such as I did below:

//sv_voicequality 1 : 2400bps
//sv_voicequality 2 : 6000bps
//sv_voicequality 3 : 8000bps
sv_voicequality 4 : 11200bps
//sv_voicequality 5 : 15200bps
