weird, all i can say is make sure you check your filetree, and make sure your file permissions are set to 644 (if the webhost is linux you can do this in your ftp client under properties/CHMOD)
if your url is like this -> http://www.svdownloadurl.com/username/cstrike/
you have the files like this:
.../username/cstrike/maps/aim_map2.bsp
.../username/cstrike/maps/aim_map2.res
and of course your cvar has the quotes.
sv_downloadurl "http://www.svdownloadurl.com/username/cstrike/"
sv_allowupload 1
sv_allowdownload 1
edit: well i bzip2'd aim_dust.bsp and .nav and uploaded it to my webserver, i had sv_downloadurl "http://www.phrozenfyre.com/cstrike/" to my server.cfg and it worked flawlessly downloaded the bsp just fine.
