I'm going to try setting my IP in a DMZ to see if my friend can connect then, if they can then I've forwarded the ports incorrectly, if they can't... it's a problem with the server set up, or my PC firewall.

I'm having serious problems here and its getting really annoying .
Anyway I decided to "re-do" the port forwarding so its now like this:
