I found the issue went away completely when I setup the same server files on a Windows 7 Professional 64bit machine.  I'm thinking maybe the RAM on the other machine is having issues, but I haven't tested it yet to find out.

Anyway, the server is now stable again even with a number of different plugins enabled.  Smile
