well i fowarded the ports, but it still doesnt seem to work for other people, the ip 192.168.0.107:27015 still works for me but 211.30.7.211:27015 doesnt work. 
Atm my cmd line look like this
"C:\Program Files\Valve\HLServer\srcds.exe" -console -game cstrike -autoupdate +maxplayers 16 +map de_dust
Should i add:
"C:\Program Files\Valve\HLServer\srcds.exe" -console -game cstrike -autoupdate +maxplayers 16 +map de_dust +ip 211.30.7.211 -port 27015
The problem when i do, do that it says, 'couldnt allocate deticated server UDP port'
