I got to say this... what a random sv_maxrate you've set. Put it up to atleast 20000, if you want to get near some decent quality gameplay.

I used this: rates
to set my rates...
I have 6400 kbps(kilobits)
and according to this:
bandwidth
it says to host a 40 slot css server u need 1600 kbps and i have 6400 kbps O.o
so that may say something

PS: I tried adding 20+ bots but it seems i can only hold 22 bots including me be4 my server crashes
But i heard players dont take up that much ram usage and bots do so that may be it....
Players take more bandwidth but idk how good my bandwidth is!
