Yes, you'll have to create a server.cfg file and input it to your cstrike/cfg folder.
Even for find one, look around these forums or http://www.google.com. Server.cfg: http://forums.srcds.com/viewtopic/8433

makes sure it's "server.cfg" and not "server.cfg.txt"
