How do you add an Image the shows up when a user first joins?

Noob Question: How do you add the image that a player views when he first joins the server? (the image that sometimes tells the rules of the server)
if you dont know what i mean, heres a link to a screenshot:

clear up your motd.txt and only put the URL to the image.
That should work.

If not, put the HTML tags for an image.

Its called the motd.txt file, it can be found in the cstrike directory
