10 fps 40% cpu usage

10 fps 40% cpu usage

I get a really low server fps but my cpu usage is low

My server has (I run more than one sever)

2 * Dual Xeon 2.8 (Don't ask why i have two)
73gb 10krpm SCSI
RAM: 2048 MB RAM
OS: Windows Server 2003 R2 Standard - 32 bit
2500 GB Bandwidth
100 Mbps Uplink

It's 40% because im using just one core for this server

This is the command line (Not including name or ip)
D:\Servers\server01\orangebox\srcds.exe -console -game garrysmod +maxfps 600 -tickrate 66 +maxplayers 40 -heapsize 1048576

note other servers running garrysmod run 45 slots and are fine

Can i increase the fps and it uses more cpu?

are you sure you are doing either:

1) stats from the server console itself
2) rcon stats from your client

if you are just typing stats in your own client console you're just getting the fps of your computer NOT the server.

i'm getting the fps from the actual srcds.exe server console.

Try disabling fps boosting.
It could be a Xeon problem... I think those might have some SRCDS issues.
