Server OS: Win 7 Home Premium 64 bit
Processor: Intel Core 2 Duo CPU @ 3.16GHZ
Ram: 4 GB
Game(s): Team Fortress 2

The problem consists in that I do not have the administrator rights to open ports on my router. Is there anyway I can start a server using a custom (my) Hamachi-IP?

Of course, but you wont be able to get the server online, unless your players are on the same hamachi network as your server is.

Correct as lol554 said only people on your hamachi network will be able to join your server, although, I'm not sure that Himachi actually creates an adapter for Steam to bind to. You can specifically set the IP address in the command line by using +ip <iphere>
