Players Lose Connection

I have a problem with my Counter-Strike server. I can host it fine and players can join it, but when I join it, the server disconnects them. I had a similar problem with my Ventrilo server. The cause of that was me connecting by the Dynamic Ip. So I fixed that by joining my server by the local ip of the PC "127.0.0.1:port". When I do that with Counter-Strike, the clients get disconnected. I've tried joining by three different ip's of my server. Local/Static/Dynamic
"127.0.0.1:27015"
"192.168.2.45:27015"
"24.166.121.237:27015"

When I join by either one of those ip's, the clients on the server freeze and lose connection. My ports are open. Has anyone else had this problem? I need some help please.
