when i try to use the rcon console it says: "RCON connection lost please try again (unnknown:error)

That sounds like your rcon ports are closed. honestly. Double check and make sure your servers game port is open in tcp. Just allowing the srcds.exe instance through windows firewall won't do the trick.

Alright, couple questions. The server is on your lan right? So your connecting to it via the lan ip?
If so you only have to worry about the firewall on the pc running the server. Try disabling the firewall and see if that works. If it does, then you will need to get those ports opened up. If not.. then I guess we will try something else

i dont really think its the firewall because it worked some days ago and i didnt touch anything..and then it suddenly didnt work it happened sometimes before but it came back after many retries.

if you've seen the any of the matrix movies, a game server is not all that different. it runs a version of the game that handles the entire world for each client connected.
that's the 2 sentence explanation.

yes the ip is changed.. it says "network ip: 10.0.0.3" before it was 88.88.64 an something like that

herm.. how did it go from 88.88.64.xxx to 10.0.0.3.... because 10.0.0.3 would be a lan ip, where I wouldn't think 88.xx.xx.xx to be. Seems like you made some network changes, and you need to forward the ports on the new router.
