HLDS problem-friends cannot see
I have this in my HLDS shortcut:
C:\hlds\hlds.exe -console -game cstrike +sv_lan 1 +maxplayers 3 +map de_dust2 -nomaster
My port 27015 is forwarded BUT it does not appear open through various websites
I had my IP there(-ip xx.xx.xx.xx, but I had to remove it cuz otherwise I got a port 27015 not opened error.
I need help. Could my port 27015 not being open be the reason why my friends cannot see my server?
If yes, then what else should I do to open the port?

post a screen shot of your portforwarding.
also, post your LOCAL IP address (at a cmd type ipconfig)

if you've seen the any of the matrix movies, a game server is not all that different. it runs a version of the game that handles the entire world for each client connected.

I have uninstalled my firewall, disabled the windows firewall, still getting the problem...
btw, in case of utorrent, lets say I've forwarded the port 'x'. If a torrent is downloading, then the port appears as OPEN and if utorrent is closed, the port appears CLOSED.
just thought you'd like to know

You have the same port forwarded 3 times, that's bad. Only do it once. Also, there are more ports that need to be forwarded. Search around for the full list.

1 is TCP, 1 is UDP, 1 is TCP/UDP, that's why its 3 times...

Also, what is the difference between -ip xx.xx.xx.xx and +ip xx.xx.xx.xx
and do I also have to add +port 27015 or -port 27015
I deleted the previous forwarded ports and added these
UDP 27000 to 27015 (Gameport)
UDP 27020
TCP 27030 to 27039
TCP 27015 (SRCDS Rcon port)

Can you setup a DMZ on your router?
Also whats your external IP address?

External IP is 122.163.183.21
It changes each time I switch my modem off and on.
I dont really know what a DMZ is!! Sorry, but can you please explain?

Forwarding the same port more then once will confuse your router. Simply forward the one port for "both." I'm surprised the router will even let you do that.
A DMZ can be set within your router. It's a "De-militarized Zone" meaning that all inbound traffic will be forwarded to your server. If you do this, disable all port forwarding.

But wouldn't DMZ be dangerous? Although I do have a firewall (Eset Smart Security)

Correct - enter 192.168.... into the DMZ Host IP address.
