this weakend there will be a lan party here in my city .. and i want to set up an dedicated server to play CS:Source ... the problem is.. as you know some people dont have steam account to play ...
they will not buy CS:S just to play one night :\ ... so some of them have NON STEAM CS:S ...

my question is... is possible to make a dedicated server that can connect both ? steam and non steam ?

I've never touched an illegal steam game and I already knew you could do that. Learn to read and follow forum rules.
