Post: #1server playing sound when clients join

ok first of all i want to add a song to my server for clients to hear when they connect to it.

so first off i downloaded a song and put it in my
srcds/cstrike/sound/admin-plugin/actions

Then i went to the actionsoundlist.txt and changed the
//"joinserver" admin_plugin/actions/joinserver.mp3 to
//"joinserver" admin_plugin/actions/Pantera-Walk.mp3

And then i went into my server.cfg file and put sv_allowdownload 1.

Then i went to srcds/cstrike/cfg/mani_admin_plugin/downloads.txt and added

"Pantera-Walk.mp3" "sound/actions/Pantera-walk.mp3"
------------------------------------------------------------------
then i joined my server and nothing happened as i was wishing for a song to play
