In your server.cfg add:

sv_downloadurl "http://youngteam.eu/server"

Then reload the map, see if it downloads now.

Yup, theres either a problem on the setup of your webserver end for sv_downloadurl or the file you were using still didnt bzip properly.

LINK HERE for my bzipped map file.

Download it and replace the sv_downloadurl with your previous one. If this doesn't work, its definately a problem on the webserver side of downloadurl.

Just double check make sure you are linking to it properly in your server.cfg - and the URL in the server.cfg, has a /maps folder inside it where the map is placed.

Otherwise, the only reason it wouldnt work then is restricted access or permissions of folders/files.
