If you're on a dedicated server use the switch +ip

If you're behind a LAN you should not need to put an ip it should use your LAN IP on its own, if not then you can still use +ip switch.

For your other issue, srcds does not come with a standard server.cfg you must create one yourself. you can create a text document but when you go to SAVE it as server.cfg you must make sure you select all files if you're using notepad, otherwise it'll save it as server.cfg.txt alternately you can create it as server.txt but then use cmd.exe and use rename server.txt server.cfg (if you're using *nix nano -w server.cfg works ust fine.) you must put server.cfg in $path/to/cstrike/cfg example: c:\srcds\cstrike/cfg

you can add +ip in the startup settings or you can add ip <iphere> to the server.cfg

although as cryotek said, you don't have to use it unless the server doesn't work without.

That is the IP YOU use to connect to the server from with in the LAN. Other people however need to use your WAN(also known as Wide Area Network or your external) IP. You can get this information from whatismyip.com

So i put ip <192.168.0.xxx:27015> in the server.cfg then the external ip off whatismyip.com
so it would be like (external-ip):27015

don't use the external IP at all, only use it to give it to people from outside your network.
